SRM-EC directly supports three NECP goals:

• Goal 3 — Training, Exercises & Evaluation: SRM-EC's roster and deployment logs address the national gap in tracking NIMS/ICS-capable communications personnel.
• Goal 4 — Communications Coordination: Objectives 4.1 and 4.2 require incident commanders to maintain real-time awareness of interoperable capabilities. That is SRM-EC's primary mission.
• Goal 5 — Technology & Infrastructure: SRM-EC closes the resource coordination gap that SAFECOM and NCSWIC have consistently identified.

Agencies that rely on email, whiteboards, and verbal coordination sit at the low end of the SAFECOM Continuum. SRM-EC moves them up toward real-time shared visibility — the "Common Applications" and "Custom-Interfaced" stages.

SRM-EC aligns with APCO's core priorities:

• Interoperability: Built for cross-jurisdictional sharing of channels, equipment, and personnel.
• TERT: Specialized personnel tracking aligns with APCO's Telecommunicator Emergency Response Taskforce standard.
• Common Status Codes: SRM-EC's availability model (Available, In Use, Reserved, <4 Hours) reflects APCO's standardized situational awareness framework.
• CAD Complement: SRM-EC operates alongside — not in place of — CAD systems, consistent with APCO guidance that interoperability tools augment existing infrastructure.
